Planning reform

The municipal General Plan. What has changed.

The deadline for adopting a General Plan (Plan Ogólny, POG) passed on 31 August 2026. Only about 35% of municipalities made it. Since 1 September, a new zoning decision (WZ) can be issued only where a POG is in force, and only inside an infill development area (OUZ). Elsewhere the old land-use study (studium) has expired and new WZ decisions are on hold.

Existing local zoning plans (MPZP) and issued WZ decisions stay valid. Decisions from applications filed before 16 October 2025 never expire; newer ones expire 5 years after becoming final. So before you buy, check whether the plot has a local plan — or whether the municipality has a POG.

  • I don’t know the plot number — how do I find it?

    Go to geoportal.gov.pl, find your plot on the map and click it. The plot number (działka ewidencyjna) appears in a format like 141201_1.0001.123/4. You can also use our click-on-the-map feature.

  • What is an MPZP?

    A local zoning plan (miejscowy plan zagospodarowania przestrzennego). A municipal document that says what can be built on a given piece of land — which types of buildings, how tall, and what percentage of the plot.

  • What if my plot has no MPZP?

    Then you need a zoning decision (decyzja o warunkach zabudowy, WZ). Our system analyzes both paths — the MPZP as well as the WZ.

  • Does this replace a visit to a town planner?

    It is a first-check tool — a quick screening of a plot. For a final decision, consult a licensed urban planner or architect.

  • How accurate are the results?

    We use publicly available data from Poland’s official land-survey registers. 67 compliance rules cover distances, building parameters and infrastructure. Accuracy is comparable to a manual analysis.

  • Can I try it for free?

  • What changes in 2026?

    The planning reform: zoning decisions (WZ) are valid for only 5 years (previously unlimited), and the deadline for adopting a General Plan (Plan Ogólny, POG) passed on 31 August 2026 — where there is no POG, new zoning decisions are on hold. This changes the rules of the game for every plot.

  • Where does the market data come from?

    From the Local Data Bank (BDL) of Statistics Poland (GUS) — the official source of public statistics in Poland. We pull data on demographics, property prices, safety and infrastructure. GUS updates it every year.

  • How do the investment calculators work?

    You enter the purchase price, the rent and the loan parameters. The calculator works out yield, monthly cash flow, return on equity and payback period. For developers — margin and return on investment. We pre-fill the starting figures automatically from the market analysis.

  • Is the analysis tool available in English?

    Not yet. This landing page and the blog are in English, but the analysis tool’s interface is currently in Polish. It works with Polish cadastral and zoning data, so all you need is a plot number or an address.

  • Do you also have a mobile app?

    Yes — zabudowa.arch (short for “zabudowa-architekt”). An Android app that designs interiors from a camera photo. Take a photo of a room, pick a style and get 3 layout variants in 2 minutes. Available on Google Play; iOS is planned for a second wave.

  • Does the zabudowa.arch mobile app cost anything?
